A final paper that is not less than 5 pages or more than 6 pages long (excluding the reference sheet) with 15 properly formatted academic sources (which include the 5 previously approved, plus 5 more academic sources and at least 5 non-academic sources in separate numbered lists).

-The paper, excluding the reference sheet may only be 6 pages (but no less than 5), 1” margins, 12 point times new roman, double spaced.

Your paper must have a separate reference sheet which includes a list of 15 academic sources (5 from the previous assignment) in a separate list labeled “Academic articles.” Each source should be numbered in alphabetical order of the author’s last names. The format should follow the exact format described above

Below the academic sources, you should include 5 non-academic sources in a separate list labeled “Non academic articles.” Each source in this second list should be numbered and alphabetized by the author’s last name. The format should be similar to that of the academic sources.

In your first 2 introductory paragraphs. State the area of your reform and why it is needed. (Succinctly and persuasively provide a summary of your argument (presented in full in Section III of this outline) assuming that the policymaker reading your report will only read the first 2 paragraphs). In a third paragraph, provide a roadmap for the rest of your paper.

II. ______ in Context. State what the existing judicial process is and its history. State why it was adopted and look at the legislative history.

III. _____ Reform. Describe your area of reform and all the arguments supporting why it should be adopted. Be sure to add in counterarguments from your opponents and how you would refute them. You might use examples from other countries and states.
